Is there a better way than using Google Footprints aka using search terms such as

site:.gov "Powered by BlogEngine.NET"site:.edu inurl:blog "post a comment" -"comments closed" -"you must be logged in" "YOUR KEYWORD"

to find related, high PR sites to get a backlink from? What do you think the most effective and fastest white hat way is to get high rank links from?

    Well, this method works:
Here's a little tool that you can use for free right now to spy on your competitors' backlinks: Backlinks Checker Tool - Backlink Watch

Just go to the site, enter your competitor's website, and reveal many of their backlinks in a matter of minutes!

How can this tool help you? Use your imagination. If you see that the site that your competitor's backlink is placed on allows dofollow comments (the tool shows this), go make a comment on that same site using your keyword as the anchor text.

There are various sites where you can place links but always prefer those where Back links are not placed in spam. Always prefer place back links at less 50 links at the page.

You can either use backlinkwatch to get your competitors backlinks or manually search high-pr sites using different advanced search strings. Although I haven't heard of a program that easily scours the net for high-pr sites yet.
