That was the message I saw on the "monetize" tab in Blogger today. They also sent me a generic form e-mail with a little more info:
"Thank you for your interest in Google AdSense. After reviewing your
application, our specialists have found that it does not meet our program
criteria. Therefore, we are unable to accept you into our program.
We have certain policies in place that we believe will help ensure the
effectiveness of Google ads for our publishers as well as for our
advertisers. We review all publishers, and we reserve the right to decline
any application. As we grow, we may find that we are able to expand our
program to more web publishers with a wider variety of web content.
Please note that we may not be able to respond to inquiries regarding the
specific reasons for our decision. Thank you for your understanding.

I applied for the account this morning, and placed a single test adsense block to display PSAs until it was approved. My guess on the rejection is that the site is too new (11 days old) and has too little content on it (10 posts, about 8,000 words in total) although their message gives no clue as to the specific criteria it failed to meet, and pretty much concludes with a "don't even bother asking why" finish. I read the TOS before applying, and made sure the site was in conformance with it, so I don't think its anything to do with a TOS violation.
I figured no harm in applying now on the off chance it gets accepted. The catch is that in reading the "learn" more link they placed on the page, it brings up an FAQ mentioning that you can appeal once, and that's it. Each of those scenarios listed the reason for it being disabled though (whereas I got no info at all on why until I checked my e-mail), so maybe the "you only get one appeal - ever) thing doesn't apply to me.
That said, I'm not going to appeal it. Instead I'll continue building content on the site, and after doubling what's there now, apply for a PPC program with someone else and also consider additional ways to monetize the site.
Later (as in much, much later - maybe a year from now) I'll give Adsense another application, but probably not on this first site. I'd rather use other means to monetize it, and the big one I'm thinking of is eventually collecting my own published articles there, organizing them, and with some editing, using them as the meat for an e-book. That may be as a freebie to readers to encourage them to opt-in to the e-mail list (which I haven't created yet but is an item on my things to do soon list), or as something to promote through affiliates; its too early to decide yet, its just one of the long-term goals I have.
Anyone with any similar experience, advice or feedback to offer? For what its worth this hasn't soured me any, and I'm simply lumping it into the "things I'm learning as I go" category.
