alt tag

I am working with a client for on page optimization and his site is mainly images so I need to add alt tags, however he sees the title pop ups in his version of ie even without the addition of the title tag. He wants me to remove the alt tags because of this which will hurt our seo efforts. I tried title="" but I am editing through go daddy and when I do this it never saves it (probably because there is nothing between the quotes). Is there another method accomplish this? Thanks
