When people say that new sites bounce around the SERPs, are they refering to the age of the domain or when the content was actually submitted to the site. For example, if you bought a domain in January, but didn't build the site until August, would this site less likely to bounce around the SERPs than if you bought the domain in August and also built the site in Augest.

I ask, because I built some sites recently and I bought the domains in March, so I was wondering if they are less likely to do the Google Dance as they aren't brand new domains.
