Seamless Adwords account transition

Hello to all. This is my first time posting on the forum and so I would like to thank you in advance for reading and replying. This question goes out to Adwords experts that have either dealt with corporate accounts or large affiliate accounts (5+ figure budgets in general).

I have recently accepted a job at a large advertising firm to manage their big clients' Adwords accounts. Now, the most I have done in terms of Adwords is maybe a couple thousand dollars per month for my own affiliate accounts or for others'. This is of course a huge step forward for me. I will be doing their SEO as well, but I'm very experienced in that department.

The advertising firm has outsourced their Adwords to an independent contractor that is currently running their campaigns. I will have a full month to set up the campaigns afresh and get them ready under the new Adwords account that will be under the Ad agency's (my) control. I have lists of all keywords (they use), I have all the ad variations (ad copy) and I have past monthly reports with monthly budget, CPC estimates and average ad positions. What I don't have is actual CPC and CTR for keywords. Now that I've given you a little background, here is my question.

What do I need to do in order to maintain CPC and CTR rates so that there is little to no fluctuation from when the campaigns are switched over from the outsourcer to my setup? What do I need to focus on and what specific actions would you recommend. It is of great importance that the transition is almost seamless (better results would be ok, but a large drop in numbers would suck). Are there any tools you can recommend to "spy" on the current campaigns for the coming month? (I do not have access to the Adwords account where the current setup resides). Can you recommend any quality SEM services/individuals that could undertake seting up the campaigns, having all the information I mentioned earlier at hand?
