Is This A Good Link Wheel Structure?

Hi warriors,

I'm making a new link wheel for two sites, they two sites are the hub of the link wheel, and I was just wondering whether or not experienced SEOs think this is a good link wheel structure to use.

The arrows represent the links and where they are pointing to. The link wheel is made up of web 2.0 properties.

    In my own opinion, since the google panda update link wheel is no longer effective.
