Need Help - SEO Steps

Dear Gurus
Need help in making the final push before the site is launched.
Its a business site for a startup, dealing in corporate services. Target of the site is 2-fold (a) showcase of capabilities, services and contact information (b) capture a share of the searches from Google. (not the .COM one but the country-specific one) Site is entirely based in html, no wordpress. Everything is hand-coded from a html template using a text editor, hence resulting code is nice and neat
While the site is not trying to be the top result in the search, it would be nice to be able to built-in some of the on-site SEO stuff within the site. Has any one got a good reference that you might be able to point to with regards to general on-site SEO? META tags, how many H1, H2, tags etc?
