(the Case sensitivity option resets itself every time I go in and edit)

Then when I check my visitor traffic, I see this:

69 does not equal 55 total visits!

So why the inconsistency?

The data doesn't add up. I'm thinking I'm not filtering the data properly for each region. Both regions' visits should not exceed the total amount of visits, regardless of how Analytics captures the data.
