Dynamic site URL optimization

One of my site url is having "%" "&" these in url. To optimize this url is difficult like its url length become so long and due to above characters. My question is that how can optimize this url? Should I make any changes in url so that will become easier to optimize.

In my opinion you should change your website URL.No one like your url with "%" "&"
