Is there site subscription for link building?

Hello,
I heard before there is a site you can subscribe to get list of site that you can go and build link monthly. Yes, it's not free, they charge.
I forgot what it was. But, I think if there is one, I think it's good to try to get the list.

I remember there are very popular two..

Do you know that? Any idea?

  Someone prepares list of web pages where people can go to leave a comment or submit article or etc..
