Would you even try to outrank this site?

On the new Niche I am starting to build for
there is a group of about 30 kws I found that is great
VERY LOWly and Poorly backlinked on most of the top 5 Google competition

I am talking most of them are
less then 50 backlinks

The problem?
One of the sites that is there, is there on most of the listings
Yes its poorly backlinked on all the pages that are coming up

However
This site is 13 yrs old

And The PR that comes up for the pages it is ranking for
is always PR4, and PR5, even PR6 (This is for Inner pages not their main url)

How they get PR5 Rankings from these inner pages with so few backlinks
I do not know

I have also not double checked their PR with other tools
This PR I am looking at is generated by Market Samurai

When I am choosing the kws to target FIRST
Should I be intentionally avoiding
the kws where this site is showing PR5?

Wouldnt that be (theoretically ) harder to pass or outrank this site
in those situations?

Should I be aiming for kws where
I see the number 1 , 2 and 3 on Google top 10 displaying the lowest PR As possible

I had always been taught if they have a high PR that means they have a very strong backlink profile

but this particular site I regularly see PR5 showing when they only have 20-30 backlinks going to that page

Perhaps their main domain is PR6?

    If you are only worried about 1 of the sites in the top 5 for 30 different keywords that you consider great for your niche, I see no reason why you wouldn't just start trying to rank for them. Even if that one site is #1 for all of the keywords, getting to #2 will still get you a lot of traffic.

    Well Yes I realize what you are saying is true
    that in general I will get good traffic from these 30 kws regardless if I start backlinking the heck out of these kws because of the weak competition

    All I am asaking I guess is
    I am here now looking at he 30 kws and saying, ok this one is
    500 searches per day.........
    and its top 3 competition are weakly linked but the PR looks like this
    1) PR3
    2) PR2
    3) PR0


    wheres for example the next kw I am looking at
    the backlinks are equally weak in top 10 competition but
    Positions 1,2,3 look like this

    1) PR5
    2) PR4
    3) PR5

    Assuming both sites are equal monthly search traffic, and both have pretty low backlink profiles

    Would I be wiser to START FIRST
    backlinking the sites with the lowest displaying PR values

    would those sites be easier to rank for (theoretically)
    than the sites displaying the high PR values (all other things being equal)

    Thats where I am a bit stuck
    deciding ok
    I have all these 30 kws
    I cant start backlinking all of them at the same time

    Which ones Should I choose FIRST

    I would start with the easiest keywords first. That way you can be getting traffic from those while you spend more time on the harder keywords.

    When you say easiest kws , you are saying start with the kws that are displaying the lowest overall PR values for the top 3 or 4 positions?

    so in the example I showed you would choose the kw with this profile? to target first? (if choosing between the two?)

    1) PR3
    2) PR2
    3) PR0

    since the displayed PR Values here are way lower overall as compared to the other example I showed?

    Ok thanks this is going to be a bit of a decision of the 25 kws to start with

    Might have to scale down my idea of targeting the 500 searches/day terms since
    a lot of those have PR5 sites in the top 3

    Whereas the kws with 200 searches/day have a lot of terms with PR1, PR2, etc in those uppper level positions

    Guess I better dip my toes into the water with those terms
