On page optimization is more important than off page, but few designers are able to create search engine optimized sites. People say start from the beginning. What should I check to ensure SEO friendly site design and development?

Wow that is a big question. I would start by reading the FAQ's or go to google and type in SEO 101.

Also SEOMOZ has a great introduction and starter tutorial to SEO on their website but it is pretty long.

I think you should start from selecting a platform that creates friendly URLs and optimized TITLES. As here in WF.

I consider those two things the more important on page seo.

The rest are things you can control.

I agree with all of the above posts. Do studying on meta tags. H1 tags and even H2,3,4,5 tags. Make sure you have no errors in coding. plenty of text on the page. make sure you fill in all alt tags on pictures. underline, bold, and italicize keywords if you can. tails at the end of your domain might help. submit your site map to search engines. the list goes on...

I think a lot of it comes down to styling... one trick is to look at your website through Firefox with styling turned off. This shows you how a search engine views your site since they do not see styling.

That along with what everyone else has said should do it, really just the basics of SEO.
