I think my on page seo is fairly good ... but off page is a different story!

Long post, I'm sorry ... look to the bottom for highlighted text which hopefully gets the main point across.
My two main review sites are in my sig if you would care to have a look. I think my design has come on a long way since I made a post asking for my security systems site to be reviewed.
The security site was doing well. I was using 3waylinks.net, 1waylinks.net and AMR submissions. Then google had some update and I dropped COMPLETELY off the search pages (I'm still indexed).
That was a bit disheartening and I'm a bit lost in terms of backlinking. I know there is more I could do with on-page (well, a bit more - mostly things like the general way the inner pages are linked and then perhaps a network of related sites designed around the main one [product x accessories or whatever] although I haven't looked too much at that). But I really feel my off page is what's letting me down at the moment and what's left for my on page is just some perfecting.
The kindle site is new and haven't done much for off page. I think on page may need some optimization as well. It's hard to add new content because it's basically just one static page, it also makes inner linking and stuff awkward. It's basically just a sales page. Not sure how to go about improving it though. Was thinking of a second site (or maybe just a category on this site) for kindle accessories. That being said I haven't done any backlinking and so amn't ranking at all yet so I don't know if there's any point...
I'm a bit lost. I read countless threads where people reply and say simply "article submissions, high pr blog posts".
Here was my general plan and I'd like to know what you more experienced fellas think please:
For Backinking:
- I'd love BMR, but I think I'll have to settle for renewing my sub to 3waylinks, for the moment anyway.
-Some manual unique so-so quality article submissions to the sites where it's worth my time. Ezine etc.
-Social bookmarking, directory submissions and rss feed submissions (doing these manually drives me insane - having to sign up to 29728973 different sites and then finding that 70% of them require payment or a reporical link).
-Some high pr blog comments and some profiles maybe. Kind of a generic comment I know, but I'm sure I could find some worthwhile ones somewhere.
-A short video for youtube (from fiverr - pretty handy), a tweet and a facebook page.
-A unique high quality squidoo and hudpages page.
These would all be "tier 1" links. Then I would do a few AMR submissions every day backlinking to a handful of these T1 links, for the juice.
This seems an ok plan (to me - except for a few issues such as getting around the enraging process of social bookmarking, site directory submissions etc). However, I don't think I have enough T1 links. I definitely don't want to manually add more links every day. This is the part where I'm kinda getting stuck because I don't think the 3waylinks backlinks alone would be enough on a day to day basis along with the T2 links once all the other T1 links above have been made.
I would also consider paying the $120 or whatever for a service from the forums which sets up a nice tiered linking structure (hoist your rank or similar). However the problem is still before me, how do I continue to link on a day to day basis once these tiers have been set up for me. Would a blog network like 3waylinks or BMR be enough?
