Trackbacks/pingbacks let Blog Owner A know that Blog Owner B has linked to them in a post. However, they have been (and I guess still are to an extent) extremely abused and usually a crappy nofollow spam link. So I'd say don't approve them unless they're legit, and don't try to get them for yourself either; focus your linking efforts on higher quality links.
