Question - Adwords tool not making sense

Ok, I posted this in the incorrect thread the first time. Sorry about that. This is a copy and paste to the correct area.

Ok, I am new to SEO, as in I have not even built my first website yet. Keep that in mind when you answer my questions please.

Google traffic estimator tool is not making sense to me.

The keyword is [ work at home ] I put the Daily budget $ at 77

Now the part that confuses me is Max CPC $

If I set the Max CPC to 2$ My estimated daily clicks is 64.61

Est ad position 2.25

If I set the Max CPC to 1$ My estimated daily clicks is 106.21

Est ad position 5.27

If I set the Max CPC to .56 My estimated daily clicks is 169.64

Est ad position 8.06

If I set the Max CPC to .55 My estimated daily clicks is 172.25

Est ad position 8.13

If I set the Max CPC to .54 My estimated daily clicks is 174.91

Est ad position 8.19

If I set the Max CPC to .53 My estimated daily clicks is 175.02

Est ad position 8.28

If I set the Max CPC to .52 My estimated daily clicks is 174.94

Est ad position 8.36

Ok, so it thinks Max CPC at 53 cents will get me the most clicks with 77 daily budget.

I am assuming this has to do with my max budget and ad position, but since the max Daily budget is the same for all whats the point of the ad position?

Whats the point of paying for a higher ad position if I am going to get more clicks with a lower position?? I mean the entire point is to get more clicks..

Also I notice the results on the keyword tools vary a bit so the results you see above might be a bit different if you enter them in now.
