What are some other ways to get high PR backlinks, other than these backlinking services

BMR has a good reputation but of course thats not all we should use. Other auto tools etc I dont trust that much. Does scrapebox work now ? for finding high PR blogs etc to comment on? or did yahoo going under take their backlink PR finder and nuke it?

other suggestions that work, are welcome
backlinking is one area I need improvement

BMR is great, but it's just hella expensive if you have several sites; plus, you have to keep writing unique content, so that means it costs more time/money. Authority Link Network is like BMR, but it's free :-) (but you still gotta feed it content which = more time/money).

Scrapebox still is great for finding high PR blogs to comment on. Once you find some high PR blogs, then leave a relevant comment (after reading the blog post of course). Sidenote: I think we should stop calling it blog commenting and just call it Web 2.0 commenting, because there are other high PR web 2.0-type pages that people can comment on. For example, high PR videos are useful; I think Vimeo gives you a do-follow link.

Another method is to scrape relevant high PR websites and simply request a link exchange. (The relevancy isn't for SEO purposes, but to give your potential link partner more of a reason to link to you).

You can also buy/rent high PR links, but Web 2.0 commenting and link exchanges are the 2 easy/free ways I can think of for getting high PR backlinks.

Scrapebox is an incredible tool for finding high PR blog pages to comment on. Buy it if you don't have it, learn to use it, and you'll be happy you did.

Personally I do some article marketing, guest posting, blog commenting, but I use BMR a ton. I probably rely on it too much.
