Difference CPCs in Google's AdWords tools?

When I type in a keyword into Google's Keyword Tool, it returns an approximate CPC that is different and, invariably, higher than the estimated average CPC shown when I type in the same keyword into Traffic Estimator. Is there a difference between the "approximate CPC" and "estimated average CPC" in Google's book?
Which CPC estimate should I rely on more when I'm building a campaign (eg. in determining the maximum I could pay and still breakeven)
