My suggestion is to have different websites for different location for a start. If not different pages for different locations.

Start with social bookmarking and try to catch up your local audience. Let them know about your activities. Also stick with this forum and make a tour here. You will know everything to start like a star in your business.

First of all decide a way to promote your business, is it SEO or PPC

you can do this job easily by PPC but don't think it can be done easy with SEO, you need something more for this

1) Create unique landing page (at least 1, I'd suggest a whole site section) for each location that you target.

2) Get links with good, but diverse anchor text. It is good if they include the location marker.

3) Create a KML sitemap and submit it via Webmaster Tools.

4) Mark up you location(s) on the website.

There is other stuff as well, of course, but these are the main points.
