Best strategy for adding content to a new site

a) Write all the pages offline, and then upload the whole site in one go in 5 months time
b) Upload complete pages as I write them, back linking as I go
c) Upload 100 short 'placeholder' pages and begin back linking them all now, and then flesh each page out to 800-1200 words as I get time
Plan A would certainly surprise the competition! But I'd launch a site with no back links or history. Plan B seems a better idea, but I wonder if I could gain a bit more traction with plan C, since it immediately gets the whole site 'out there', and I've heard Google loves existing pages to be modified and expanded.
What do you think? Is there anything I'm overlooking? In my position, what would you do?
