Resurrecting Old Link Juice Possible?

Question / Problem in a nutshell:
Website with a page rank of 5 comprised of about 15 pages. Website is rebuilt from the ground up with new pages, the main url stays the same. Website is accidentally left in private mode for about 2 months and falls out of search results and page rank shows as N/A. Website has now been set to public so google will see it again. All pages from old version of the website still exist in draft mode within wordpress.
What is the best way to help this website get back on track? Since the website has been set back to being visible by search engines will it regain its PR5? And my number one questions is, should I publish the old pages (from the old version of the website) and use 301 redirects to new pages? Will there be any link juice in these old pages? They currently are not indexed any more, but if published again will they regain any of their old authority?
