CPC and keyword tool DOUBT

Hello Folks!
I have this doubt:
If in the Adwords keyword tool says the average CPC is, let's say, $0.20 for that keyword, if two different affiliates are bidding for the same Destination URL, the cpc will be higher and adwords will only show One AD for that URL.
But if I have a landing page inside my own domain name, Would I get the $0.20 instead of a higher bid?
I ask this because i am testing for the first time some affiliate offers on Adwords and i researched for long tail keywords of about $0.05 per keyword, but I am paying up to $3.50 for those keywords.
I set on purpose my CPC up to 4.00 with a daily limit of 15$ but I want to get impressions and click for keywords around .05 and .10 but I am only getting more expensiveclick for those keywords.
I tried lowering to 0.50 for those keywords that the Adwords tool suggested would be around 0.05 but i was getting No impressions at all.
Could you please confirm this information?
