Campaign modifications,when to start?

I have just launched my first campaign and was wondering when do I start evaluating and cleaning,moving to different ad groups,..

after 1000 impressions or spending 100$ or more?

I guess it depends on the results you've been getting, if positive you may push the same strategy you had, if not you may consider some changes.
