SEO for foreign sites?

Hi,
I would like to get some help to know how to rank (make some SEO) a spanish site.I have noted That if I get backlinks and SEO work from fiverr and WF, some sites get good ranking in Google.com (English version), but if I use those methods for spanish sites , they rank well too, but when one searches in another google's versions, (eg. Google.es) they are not ranking well, not even on page #1, and since the targeted traffic comes from spanish Google site, I need to rank well in the different version, es, cl, mx, etc.
