A valuable link would be a link from a website that has similar keywords, well thought out content (with a good density of your keywords), all meta data optimized, and a PR above 3.

You were talking about backlinks right?

A valuable link to me is a link that brings in real visitors. Everything else is just a means to get higher up in the SERPs.

But doesn't getting higher up the SERPs mean you get real visitors?

        You know what I mean...

        1. Guest post on a high traffic blog in a related niche - a valuable link.
        2. High PR link from a good blog network - a link. I can buy hundreds of those.

There are a few factors that I consider getting backlinks value.
    1. The most valuable link is a contextual link. Meaning that is placed inside of the main content area of the page, surrounded by text(may be keyword rich or not)
    2. PR 4 and above on the site index, PR 3 and above for the actual page where the link is placed.
    3. PR 5 and above on site index, corelated with a small description next to the link.(profile link)
    4. Exact match anchor link. It's a link with anchor text matching your main targeted query.
    5. Even a nofollow link can be valuable if it is on a PR 7, 8 or 9 site like nasa.gov, fcc.gov (disqus comment links, which are not exactly links but some kind of mentions)

These are the things I look for when trying to build good links.

While most links are good, some can actually hurt you a bit, like links obtained from notoriously spammy websites. That being said, as everyone keeps saying, the higher the PR the better. Anchor text keyword links are better than any link that uses just your URL as anchor text too.

You can get a lot of good one through forum posting and guest blogging.

For me it is a high PR backlinks which has your keywords in the anchor text. So if you have a website and you're trying to rank for "yellow rubber ducks", then you would ideally like a nice juicy PR5 backlink with the anchor text "yellow rubber ducks".

IMO, I would say it's more about the diversity of your links rather
than one specific type of link.

A few people have said that contextual links are the best, which in
some ways is true. But, if you only had high PR contextual links
pointing back to your site,it will raise a red flag to Google.

In saying that, I've seen a lot of success from using .EDU's and .GOV's
and mixing them with other high/low PR and DF/NF links.

Just out of curiosity, what's the premise of the debate with your friend? e.g. what do you say, what does he say?

As per me valuable link such that is from high quality & authorised site, with unique content, and which that passes link juice. And though it does not pass link juice but if has the valuable content which can be helpful then that link we can consider as the valuable links.

A backlink from the Google.com homepage - Now THAT would be powerful!

But seriously, what I consider a good link is a PR4-5 contextual anchor-text backlink on a highly targeted webpage on a highly targeted website which not only gives me awesome ranking benefit but also gives me great direct visits

Apple managed one of them last year. Steve Jobs isn't really dead he just wanted a backlink from the Google home page.

A valuable link is the one that gets you more link juice. Generally, by looking at the relevancy of the link source and the Pagerank you can estimate its value.

Definition of valuable link is different in different scenarios. I have a blog on the topic of seo and I get two links from a PR 5 blog which is on fashion and one link from the post of SEO blog which has PR 1. No will consider the second link more valuable. But nothing is good than high relevancy and high PR but such can only be made through guest blog posts.

A valuable link is usually coming from a related niche website that has a higher PR than yours OR a group of backlinks that come from related niche websites that have less PRs than you. Simple as this
