Question about creating AdSense site with pages for all states and thousands of cities

Hi,
I'm looking to create a WordPress site with a few thousand pages - for all the US states and 2,000+ cities. I want to stick some kind of content in the pages - either paid listings (not sure from what source), or scraped listings from Google organic search.
The site would be for a particular service, and the pages would be optimized for city name + the service.
I posted it as a project on Scriptlance here:

But I'm wondering if there is some kind of WordPress theme that already exists with all the state/city pages built in, or if anyone has any suggestions on how to setup a site like this.
So far, I've only setup a few simple blog sites for AdSense, and I'm not a coder, so I'm kind of shooting in the dark on this one, and would appreciate any advice anyone might have...
