Link wheels can be effective, but it depends on the sites involved. Web 2.0 link wheels have always done well for me. There are some affordable services out there, so I would waste your time doing them yourself unless you have the software to do it. I would rather outsource them for $10-$15 per wheel and spend my time on other things.
