There are way more factors in play, that matter, than just the number of backlinks and PR. But based on that, I'd say yes.

If the search volume is less than 10,000 per month, you better be aiming for Top 3. Anything less is usually a waste of time.

2600 backlinks for your keyword or just in general? If your competitor has 2600 good backlinks with your keyword as anchor text and site is PR3+, that's pretty tough competition.

There is way more factors than that to take in consideration. Can't really make a complete analysis of your ranking potential, but shoot me a PM and I can take a look if you're comfortable with it.

According to the information you're telling us, PR3 can easily be outrank with time. Second, there is 2 "types" of backlinks you need to look at, which are domain backlinks and url backlinks. For instance, amazon might have millions of domain backlinks, but few url backlinks and people are outranking amazon for thousands of long tail keywords... Also, on-page seo is really important so even if the #1 ranking has thousands of backlinks, he can still be weak if he isn't specifically targeting the keyword you're after in his title, h tags, etc.

You can't just simply look at the number of backlinks a site has to determine its competition strength. More is not always better.

A site with good on-page SEO and a lower number of quality backlinks can easily beat a site with poor on-page SEO and a large number of low quality backlinks.

The pagerank of top ranked website is 4.

10 quality backlinks can beat 1,000 junk backlinks. So looking at the total # of backlinks isn't the best way to judge the competition.

Domain age, on-page SEO, quality of the backlinks, etc, all play a role.

Id say if you pumped out one page of legitimate content that is 500 words or more every week you could get the top spot for that word. That is if you know how to write well, padding keywords and then using that content to syndicate for backlinks. Not to mention just building up a couple web2.0 communities.

Check about link quality instead of numbers, Search engines care about link quality and authority.
