Ranking a .com.cn on google.com, more difficult?

The sites main target, is the western market, so, google.com.
Does the fact that this is a .com.cn, make it more difficult to rank on google.com?
Does it's Chinese IP address also factor?
It's 8 years old, and pretty established.
If I was to design a new site... and use a .com... what's the best way to keep it's current authority... I know it's something to do with a 405 redirect... or is it 301?
