Ranking Jammed on few keywords

Hello,

I'm working on few Dubai based keywords like "dubai web design" and "web design dubai" these are the primary keywords which are jammed at 1 place I'm working over it from 1 month so far other keywords are still improving with inner pages but these 2 keywords which are played on homepage are jammed on their places. Sometimes when I work more on them they loose their position. What could be the reason behind it can anyone suggest what to do?

Though I'm working as an SEO consultant from more than 2 years but I haven't faced this situation before. Remember inner pages are ranking good with other regional keywords like "abu dhabi web design" and "sharjah web design" only the problem is with "dubai web design" and "web design dubai"

Help would be appreciated. Thanks.

    I've already build many high quality and high PR niche relevant backlinks for targeted keywords. But it drops rankings sometimes.

    Simple try to get quality backlinks from relevant sites because relevancy matters a lot.
