Can't Understand PR Rules.. Need Your Help

I recently checked inner pages page rank through MS and found one inner page PR is 2 but than why my domain PR is 1.. can't understand this one.. Please help. Why my root domain is also not PR 2 ?:confused:

    Because your inner PR2 page would have higher PR links pointing towards it than your root domain....
