Local/Offline SEO: To rent or not?

I've been looking into site rental and local/offline SEO for a while now and was wondering how you Warriors handle the job. Do YOU rent or not? What kind of results promises are you making to the business owner?
If you rent, you basically can bank off of your work with low maintenance to keep the leads steady. If anyone drops out, it can be a pain to replace them, but at least it's an option.
If you do SEO on a small business owner's site, if they drop out, your income ends. If they don't, how do you keep them paying? Let's say you ranked them for every combination of plumber/plumbing + city/county that they would want to provide a service for. If you constantly target new terms for them.. why not build up your own passive income generating sites?
