Social Bookmarking: Scuttle + ScuttlePlug + Pligg

I wanted to know the seo value of Scuttle, ScuttlePlus and Pligg sites. Does Google frown upon these kind of sites in anyway?

What is the difference between.. Propeller.com vs. Getboo.com??

I know the ranking and site traffic is most likely different. But I really want to know if I was bookmarking a web page or video on either, which one would be better?

Does Google use any method to measure the quality of the link itself? Or is it just simply, the more links the better?

As far as scuttle sites, i think people generally use them to get their sites hyper-indexed quickly. As far as socialbookmarking sites I try to look for either dofollow bookmarking sites or if they are nofollow they must be able to get you massive traffic to your sites.
