Actually I want to ask one question why .edu or .gov sites will give you link without any reason?
Its true Google or other search engine gives so much value to .edu or .gov websites but to get backlinks from those websites you need to share something helpful for whole relevant community.
In simple words, its not easy task to get backlinks from those websites.

IMO its the best free way for finding .edu blogs. Other services that sell the list of .edu blogs, are using the same technique too.

The best way to get .gov and .edu links is to get in contact directly, either by phone or email, and give them an incentive.

First off - Do not 'Buy' backlinks from these sites. Most of the time you can look at a site and tell if they're selling link positions - if I can do that, Google most definitely can - and buying links is strictly against Google's Quality Guidelines. With all of the unnatural link notices lately, it's best to stay white-hat with link-building.

When you're in contact with Universities, Colleges etc try to offer them something for their students. For example, if you're an ecommerce site, offer them student-exclusive discount codes. If you're a blog, offer them exclusive 'VIP' status on the blog [You can get a few WP Modules to enable this option] etc.

If they like what you're offering, they'll most likely add you to their site - and from there a relationship will be created. In my experience 9 times out of 10 it will also lead to you being introduced to other .Edu's etc - so keep in mind that it's the relationship that counts in all of this.
