Google Places Citations for companies that "serve client at their location"?

For google places I understand that before you claim your places account it's a good idea to go out and build citations first using the exact company name and address. The problem I've run into is that companies like plumbers have to choose the option "we serve customers at their location". Is there a way to build citations for these kinds of businesses? Clients don't like to give their home address out on every directory... Is there a way around this so I can optimized places effectively?

    Have you checked out if other directories have the hide the address option. I think I recall seeing clients entries else where with just a town. If so there is an address for google to crawl.

    Google is getting really pissy about this type of thing. If you travel or serve at their location they don't want you to show your location at all. Very weird.

      We're referring to building citations in which you have to put the exact address in. Wondering if citations still work if you just put the city and zip code.
