Those are Google Sitelinks, & no, a Wordpress plugin can't create Sitelinks.

Internal linking is a big part of Sitelinks.

Notice the Google Sitelink for the About page on the Wordpress site. I haven't checked any external links for that About page, but I doubt they have many that are worthy linking directly to that specific page, which again goes back to internal linking.

Ping your links to search engines

You don't necessarily have to have links in the header to have Google Sitelinks.

I have several pages that show Google Sitelinks from a site that has no header links, sidebar & footer links is what I'm running. So that tells me it's internal linking & page authority.

In other words build up page authority & include internal links for the pages you wan't displayed as Google Sitelinks.

It's still a roll of the dice, but I'm pretty sure those two thing (internal links & page authority) are the biggest factors for Sitelinks.

Exactly. There's no magic formula. If you need a sitemap and to ping
anything, your sites is suffering from non-authority.

Those site links are mostly related to site authority and structure.
