Looking for traffic for Pet

I have a client that we are looking to buy traffic for pets. Mainly dogs and cats. They sell pet supplements that help with. Dog allergies , hip dysplasia , kennel cough ,etc. We are currently looking to outsource some SEO for over 100 keywords. Some competitive some not. We currently using ppc and seeing great results. What company do you suggest to but targeted traffic to the site while the seo takes place. I see alot of company offer 50,000 targeted visitors but alot of them look very shady.
