Backlink Timing Question??

I am working on my second website and I had a question about backlinking. Is it better to have many backlinks directed to your site before or after it is indexed by google. I don't know if it makes a difference but I would assume that it would get indexed faster and higher if it already has a few backlinks. Is it a more the better type of thing or does just a few work fine? I have seen a manual that says to wait till after it is indexed to add the backlinks but this doesnt make alot of sense to me. I bow to the wisdom of more experienced marketers.

I always find better results with slow and steady backlinking. You are much better off making 5 high quality backlinks per days than 100 crap ones.

Well one can get Effective backlinks by using social book marking and social media sites.This will help in Generating traffic and increasing page rank of the website.
