I'm Confused .. too many Homepage backlinks?

Hello Everyone,
This is my first time asking question in the WF. I m a SEO expert for 4 years now. Learn alot by myself and also from WF.
I don't want to expose my company for now because i dont want anyone to find out that who i m for now. This is because i belive that maybe the questions i will ask about an other company maybe also look at these questions and may cause problems.
So here i go!
There is something that bugging me for two weeks now and i coudnt find the answer anywhere else.
I been trying to find out how "www.qualifiedimpressions.com" doing their backlinking. As to my research and checking their backlinks status i think they are buying own domains and creating different sites on them. After that using these websites footers to create backlinks to their website as well as their clients.
Most of their backlinks are coming from homepage of these websites which made me belive that they DID own these sites. Also these dummy website got more backlinks from other sites to increase their PR and vice virsa
My question is that "If they really created and own these sites OR they doing something different that i m missing here."
Also almost all of their sites that i think they own have minimum of pagerank 1+
