Hi I've heard of googles feature for the rel=author to link to your google account as the article author.

Apparently it adds credability and I'm wondering if that is going in turn increase the page's pr and help with seo if this tag is used in the footer of your website pages?

I read a very interesting blog post on the matter not sure I can post the link here but if you google "5 Reasons Why You Need to Use Rel=Author on Your Content" there is a blog by jill whalen on the matter.

Also if I build a site that is to target google us, as long as I use a .com domain name will it rank well in google us even though the site is hosted in the uk?

yes definitely, You should also attach a Google plus profile batch in your website as it will also help in ranking of your websites. Google will also attach your website' listings with your profile in search results.
Domain name doesn't matter really, Google knows very well what kind of website is for. If you want visitors from UK then go to google webmaster tools --> Settings and set Geographic target to UK

      Excellent

I had a gut feeling embraceing googles features would help. They want to start tieing people in to having google profiles and accounts.

Google plus I think is pretty fair to say helps with your ranking, it is tempting to buy a google plus gig ive seen them on fiverr but attempting to cheat or take a short cut is something I fear may get my site deindexed. hmm 150google pluses would be nice though
