Adsense Not Showing All Ads? Showing up on 1/3 of pageviews

I have a 2 month old website, with about 100 pages of content. The website gets about 2200 UVs/day, and 10,000 pageviews/day. Tough when I open my adsense account, I only see max 4$ everyday, with 2000 page views. I feel like I could be making 5 times the amount easily if all the ads showed up on each pageview.
Anyone know how to fix this? The CPC is about 0.25$. Just wondering what to do with this website, so I can move on to other ones now.
