How to stop enemy blacklisting my websites with google

Hello all,
Some of my websites have my name attached to them but this bloke who hates me and is obsessed with ruining things for me keeps getting my sites banned or blacklisted from google. He is banned by the police from coming near me but he watches everything I do online. I have learned with my newer sites not to attach my name to them at all and they are okay. Even my youtube videos which were under my name were taken down for reasons I am not sure about due to him. I have learned to not add my name to anything but my old sites took me ages to get up there and what I was wondering if there is any way to get them back in the serps. What do you do when rivals do their best to ruin your online prescence. I think he links my sites to porn sites about animals and other sick stuff and I know this because one of my sites he never knew about and it was fine for years then i paid for some links and accidently they put my name to the articles and within no time all these porn links directed to my site and google were banning it and all other bad things.
I cant prove it is him but I know it is.
