Is Google going to penalize Over Optimization sites?

I came to know through one of my friend's and from some seo blogs that Google is going to down the rankings for over optimized sites. My question to Google is they should give the limit for doing the SEO submissions.

google always try to avoid the bad things and over optimized website. so, it can be a starting of penalizing.

No, even the example spam linked site they showed is ranking well

Yes, over optimization now puts negative effect on the ranking of the website. It is one of the Google update.....

Yes of course over optimization can down your site ranking or can through your site out of Google because Google always love Natural backlinks if you do lot of backlinks in very small time + they are poor links which don't have quality and your sit content also don't have quality then Google can penalize you.
