Are penguin penalties permanent or fluid?

I was wondering if anyone knew if penguin related penalties are permanent or if they are fluid

For example, if my on page seo is over-optimized or my link structure and i change it, will my site eventually have the penalty removed or do I have to request a panalty removal to be done manually?

    Did you get an email from google in your google analytics account? How do you know it's been penalized?

      Because it's an algorithmic penalty, rather than a penalty "flag" on your site, it will presumably correct itself if you can appease the algorithm.

      I did not get an email.

      Rankings have been relatively stable for months and then fell by several hundred on a few selective pages not the site in general

        Then it will most likely return after everything settles down, it's tough but we just gotta be patient until everything gets worked out for this algo change.
