Could this hurt a site's SEO and create duplicate content issues?

After the penguin update one of my sites that has lost position is doing something strange.

Yesterday I found it on page six but instead of google showing the main page, just "http://mysite.com" instead it showed...

"http://mysite.com/welcome/?page=1"

Now it show the site correctly and it has moved up a few pages.

I did a search for "http://mysite.com/welcome" and these pages showed up.

"http://mysite.com/welcome/?page=1"
"http://mysite.com/welcome/?page=2"
"http://mysite.com/welcome/?page=3"

The are all the same page, the frontpage of the site. I don't know how they got indexed and are in Google's cache. Do you think that is hurting my site? Seems like it would to me, but I am no expert.
