Is this why the penguin is happening?

I dont really know much about how google decide what makes a good site and what makes a site rank highly, But this sprung to my mind after reading all of the responses on warrior about the update.

Alot of people have said that the top spots for keywords and the keywords they are trying to target are full of .gov,wikipedia,edu etc and sites with no content

Dont know if this sounds stupid but is google putting sites like wikipedia, .edu and sites that dont have any commerical value high up as they want people who search for say car insurance to find a no money making site high in the search, and then people will get fed up of looking in the top say 5 spots for their search and just click on the google adwords adverts on the right as they know it will be exactly what they are looking for.

In other words, non commercial sites, basicly information sites relating to your search in normal search

Not sure what your views are on this people

    Wikipedia and government sites are at the top because they are highly trusted sites, not because they are non-commercial sites.

    You think Google will do such a stupid move? get their users fed up means the users will simply user another search engines..what's the point of having adwords if people start using another search engine?

    They got alot of flaws in the last update but I think they will keep rolling updates trying to fix the algorithm

    It's a feasible logic that would seem to make them more money, but they would have to resist against that as most people don't click on the ads, and want to see what they're looking for right up the top, it's all about delivering quality sites to the user regardless if the target destination makes a profit or not...
