Build your links naturally and don't buy random packages from Fiverr. Tailor your website to your user first and watch the Google rankings come naturally.

Go for quality links. High PR links are worth more then ever these days. Also vary your anchor text and use tiered link building to push things even further.

If you've been buying single packages or gigs, STOP. I would suggest writing unique content, spin it at the word and sentence level then create web 2.0 posts, blogs, slideshows, videos , pdfs , pictures and anything else you can with your content. Just keep in mind, this is not a one-time process. You have to stay persistent in your link building. Even if you are not seeing immediate results. There are some other things I do to rank web pages, but thats a great start.

Panda has nothing to do with the backlinks pointing to the page, but the content on the page. If you believe you were hit by Panda, the best thing you could do is clean up your content, e.g., remove duplicate/spun content.
