Google Penguin Top of Page 2 Phenomenon

We are seeing a strange phenomenon on Google I've never see before. Several of our keywords we are ranking #11, that is, top of page 2. The backlink profile for these different keywords is quite different. Rankings prior to Penguin were not the same with these keywords. We've seen absolutely no movement in over 3 weeks on these, they are "stuck" at top of page 2. Actually, I'd prefer to be top of page 2, rather bottom 3 (8-10) on page 1.
It is almost like Google is now sort of "tiering" the results somehow saying certain sites no longer have an equal shot at page 1 ranks compared to some other sites. We are ranking on page 1 top 5 for many of our other keywords still so it doesn't seem to be some site wide thing irregardless of search term.

Ha! I just looked at our entire rank report sorted by position. It just so happens the 4 keywords I randomnly spot checked before looking at the report are the only 4 that rank #11. What a coincidence. So probably a false alarm on this theory.
