Penguinized; throwing bad money after good with new links?

Noticed one thing after penguin; most of my competitors that moved up in rankings share a few super high PR relevant sites (expensive paid links), plus BBB link, Yahoo, and a few other directories in our niche.
I could get all these, but not sure right now if i should. All but 3 of my big keywords disappeared, its strange to rank first page for a keyword with 50 million search results, yet most of my long tail and category keywords are off the map all of a sudden..
Can't decide whether to get these links or start over with a new domain.. Anyone else fix things since penguin with better links?
