the only things Im told to be doing in response to the Penguin update is to: check your link building campaign history and delete the "bad links"...also, minimize keyword stuffing

Try To Improve On Page Optimization of Your Site as well, Though Google Penguin Deals with Web Spam but main objective of Google is to improve their search accuracy & display most accurate search queries!

Be Smart, Optimize Your Site Wise According To Webmaster Guidelines, Do not get any spammy links through link exchange or any blog network, Try To Build Theme Based links relevant to your Niche!

Please make a note of it. This might help you.

Avoid hidden text or hidden links.

Don't use cloaking or sneaky redirects.

Don't send automated queries to Google.

Don't load pages with irrelevant keywords.

Don't create multiple pages, subdomains, or domains with substantially duplicate content.

Don't create pages with malicious behavior, such as phishing or installing viruses, trojans, or other badware.

Avoid "doorway" pages created just for search engines, or other "cookie cutter" approaches such as affiliate programs with little or no original content.

If your site participates in an affiliate program, make sure that your site adds value. Provide unique and relevant content that gives users a reason to visit your site first.

    Hi,

To "recover" you must examine your site in an objective manner and determine which content is excellent and which content needs to be improved or simply deleted. Continue adding high quality by thinking "what would be the best possible page for a person searching for ...x keyword...?". Build that page. Continue to get high quality backlinks.

Be patient, if you change your site today, rankings take time to update, weeks, even months. It's time to look at SEO as a long term strategy and not something that you can scam your way into to make a quick buck. Even though there will be new ways to do this, there will also be new updates to penalize those that do.
