At present google is very strict when coming to adsense accounts. You need to have a blog with decent number of articles (15 or more) to let google understand that you are providing value content.

I know people who got their adsense accounts with Hubpages also after writing some 10 hubs.

As already stated, build a site (or blog) and get some content up. Make sure it's actual content and decent quality, at least.

Go to HubPages and register an account, write about a theme, if the theme is about health, create 4 different articles, this means 4 Hubs will be created relating to varying aspects on health. spread the creation of the 4 hubs one week between each one, after the fourth one a month will have passed, then apply for an Adsense account. This is what i did back in January of this year and was accepted.

Word of warning, make sure you make the HubPage articles of content to a high standard and the longer the article the better, add images and maybe a good youtube video to enforce the quality of your hub.

Quick and easiest way is to get adsense account from docstoc
